Raipur/ Chief Minister Shri Vishnu Deo Sai on Monday released ‘Jashpur: An Introduction’, a publication brought out by the Indian Institute of Public Administration (IIPA), New Delhi. The book presents a comprehensive study of Jashpur’s administrative evolution, governance systems, socio-economic changes, tribal culture, natural resources and development prospects.

Congratulating the IIPA’s Chhattisgarh regional branch on the publication, Shri Sai said Jashpur is distinguished by its natural wealth, tribal heritage and cultural traditions, along with considerable potential for development. He said documenting the district’s development journey and administrative experience in a single publication is a valuable effort that would help present Jashpur’s distinct identity and potential to a wider audience.

Chief Minister said understanding the development of a region requires a study of its history, society, culture, natural resources and administrative systems. The book traces changes in Jashpur’s administrative structure and development process since Independence, while also examining the functioning of its present administrative institutions.

Shri Sai said Jashpur’s geographical, ecological and cultural character differs considerably from Chhattisgarh’s plains and industrial regions. As part of the extended Chotanagpur Plateau, the district has distinctive terrain, climate, forest resources and forest-based livelihoods. Its tribal communities have preserved their traditions and a way of life closely connected with nature.

He added that Jashpur has made steady progress in infrastructure, rural development, education, healthcare, livelihood promotion and administrative reforms. Future development, he added, should take local needs and characteristics into account. Agriculture, forest produce, tourism, local products and entrepreneurship among women and youth offer scope for strengthening the district’s economy.

Chief Minister Shri Sai also highlighted Jashpur’s potential as a destination for nature and tribal tourism, noting that its hills, forests, rivers, waterfalls and valleys, along with its tribal life, folk culture, traditional arts and local cuisine, could help establish the district as a distinctive tourism destination.

Shri Sai said district administration serves as a key link between government and citizens, from implementing schemes and delivering services to addressing local issues. Documenting a district’s administrative journey, achievements and challenges can provide useful lessons for other regions.

He expressed confidence that the publication would serve as a reference for administrators, policymakers, researchers and students, while encouraging further research on Jashpur’s history, administration, society, economy, culture and development prospects.

The study was undertaken as part of a national initiative of the IIPA, under which its regional branches have been asked to undertake a comprehensive study of at least one district in their respective states. The initiative seeks to document changes in district administration and governance since Independence, assess current administrative institutions and identify possible directions for better governance and development.

Chhattisgarh regional branch selected Jashpur from the state’s 33 districts for the study, considering its distinctive geographical, social and cultural characteristics. The district, located in the north-eastern part of Chhattisgarh, has a predominantly tribal population and forms part of the extended Chotanagpur Plateau.

The publication is described as a concise, comprehensive document rather than a conventional district gazetteer. Before becoming a separate district in 1998, Jashpur was a tehsil of Raigarh district. In the absence of a separate gazetteer for Jashpur, the study draws on the Raigarh District Gazetteer, Central and state government publications, Census 2011 data, departmental reports and other published material related to the district.

The study was compiled with information and support from various departments of the Jashpur district administration. It brings together official data and information to present a broad picture of the district and is expected to provide a foundation for more detailed studies in the future.

Chairman of the IIPA Chhattisgarh Regional Branch, Raipur and former Chief Secretary Shri Suyogya Kumar Mishra, Vice-Chairperson and former Additional Chief Secretary Dr Indira Mishra, and Vice-Chairperson and former Chief Secretary and present Chhattisgarh State Election Commissioner Shri Ajay Singh were present on the occassion.
